The Flagger course is a 4-hour course that teaches the participants a rudimentary understanding of the fundamental requirements of the U.S. and Florida Departments of Transportation (USDOT, FDOT) for standardized control of traffic in temporary work zones. The course gives the participant a thorough understanding of the proper equipment and procedures used by a Flagger to protect personnel and provide safe, courteous and authoritative control of traffic attempting passage around work being conducted in a temporary traffic control zone. All of the information contained in Section 6F of the 2003 MUTCD pertaining to flagging operations is presented to the participants using projected slide images and lecture by the instructor. The instructor also informs and describes each of the requirements set forth in the 2004 Florida Design Standards Index 600 (Pages 1 through 10). Participants who attend the 4-hour course must give a competent demonstrate of flagging procedures with a Stop/Slow Paddle and a regulation-size red flag to complete the course successfully. Completing participants are provided a certificate and a wallet card that show that they have attended an FDOT-approved basic-level course. Target Audience The target audience consists of workers involved in the installation, repair, and maintenance (such as cleaning and inspection) of infrastructure and facilities (such as water, sewer, electric, gas, telecommunications and other utility service conveyances) that are installed under, in, near, or above the public rights-of-way in the State of Florida. ObjectivesAt the end of this course, the student will have gained a familiarity with the scope and extent of requirements for flagging traffic at temporary traffic control sites in Florida. He or she will have a thorough understanding of the equipment and methods required in the state of Florida for flagging operations,.
